As reducing GHG emissions becomes an urgent issue for the international society, the maritime industry is facing increasingly stringent pressure to reduce GHG emissions from ships, and the IMO and the EU are strengthening environmental regulations. MARPOL ANNEX VI, SEEMP support service

Amendments to MARPOL Annex VI were adopted at the 62nd session of the Marine Environment Protection Committee (MEPC 62) held in July 2011 that make Ship Energy Efficiency Management Plans (SEEMP) mandatory from 1 January 2013. Then, all ships are required to retain SEEMP onboard on or after 1 January 2013.
We offer "Development of SEEMP" including providing a standard form (SEEMP Template) developed by us and to take "Statement of Fact" (SOF) which affirms that SEEMP satisfactory set forth in IMO Guidelines instead of applicant.

SEEMP

IMO has continued to discuss the "technical reduction measures" and "operational reduction measures" as first generation regulations for reducing CO2 emissions. SEEMP belongs to the later, and should be retained onboard by Initial Survey of International Energy Efficiency Certificate (IEE) (at construction generally) to all ships, being 400 GT (TM69) or over, engaged in international voyages.
SEEMP is a management document intended to help improve energy efficiency onboard ship through improvement of ship operations (such as slowing down speed, route planning with taking sea conditions and currents into account, proper maintenance, etc), and strives to promote continuous improvement of energy efficiency of ship operations through a four step cycle of "Planning", "Implementation", "Monitoring" and "Self-evaluation and Improvement" taking IMO guidelines into account.

Development of SEEMP

SEEMP is to be developed based on energy efficiency improvement measures according to actual situation of fleet owned by each owner, taking relevant IMO guidelines (see Resolution MEPC.213(63)) into account. While approval of SEEMP by Flag state or RO is not required, shippers and others in chain of marine stakeholders may request approved SEEMP by a qualified third party, such as an RO. Therefore, development of SEEMP should be requested to document compliance with the IMO's guidelines.

Consulting Service for Development of SEEMP

SEEMP involves a wide range of details. Therefore, shipowners should consider details of ship-specific SEEMP, such as selection of operational measures to be covered, goal setting, and similar factors taking corporate policy into account. In order to support shipowners' smooth development of SEEMP for ships in their fleet, (and to obtain an incentive to improve energy efficiency), we offer "Development of SEEMP" including from providing a SEEMP Template developed by us to assistance with obtaining SOF (evidence of compliance to third parties).

Consulting Service for Monitoring Plan for EU-MRV / FuelEU Maritime

The EU regulation on monitoring, reporting and verification of carbon dioxide (CO2) emissions (hereinafter called "EU MRV") has been adopted on 28 April 2015. This regulation lays down rules for developing the monitoring plan and submitting the emissions report for ships above 5,000 gross tonnage, which arrive at, departing from or sail within ports under the jurisdiction of an EU member state, regardless of ship’s flag. Furthermore, in July 2023, European Committee adopted FuelEU Maritime, which sets a limit of lifecycle GHG intensity of energy used on board a ship a key regulation. Under this regulation as well, the preparation of a Monitoring Plan is mandatory.

(PTCS) offers “Consulting service for setting up Monitoring Plan (hereinafter called "MP") for EU-MRV and FuelEU Maritime”, including providing a standard form, instructions and necessary advices to set up MP which is the necessary document for emission monitoring and reporting.

PTCS Service Flow

  1. The applicant sends application for the ship to PTCS.
  2. We send an electronic format of MP standard template, instructions and necessary documents by e-mail to the applicant.
  3. The applicant determines the indispensable activities/measures of monitoring procedures and management etc. concretely based on company’s policy and enters them into the MP template.
  4. The applicant sends the MP of the above 3 as well as inquiries for making MP to us. After confirmation of the above by our experts, we will offer an example of description of MP and necessary advice for the verification.
  5. The applicant finalizes the contents and completes MP through our service mentioned the above 4.

*MP is to be submitted to verifier by the applicant.

How You Benefit

MP is to be developed based on the monitoring method, procedures for fuel consumption, treatment of data collection and related procedure in company’s management system etc. The procedure is to be determined in line with company’s practice to meet relevant EU-MRV and FuelEU Maritime regulations.
The MP should be prepared with a wide range of details and careful consideration of the details included in each ship-specific MP, such as procedures for treatment of data gaps and evidential documents etc.

EEXI Support Service

EEXI requirements based on the amendments to MARPOL ANNEX VI started from 1st January 2023. We offer a comprehensive solution such as EEXI assessment and (if necessary) Engine Power Limitation (EPL) for obtaining EEXI certification in cooperation with shipyards and engine manufacturers.

Outlines of the EEXI regulation

EEXI requirements shall apply to all ships of 400 GT and above which are engaged in the international voyages regardless of ship’s delivery date.
Required EEXI is determined according to type of ship and size(DWT).

    Simply assess the attained EEXI and the limited maximum engine power MCRlim after EPL using the ship speed by simple formula and the default value of Specific Fuel oil Consumption (SFC) as a first step
  • 2. Specific assessment of EEXI
    Exactly assess the attained EEXI and the limited maximum engine power MCRlim after EPL using the ship speed based on tank tests and the SFC obtained from shop tests

B. Offer and provide the best solution for regulatory compliance

Engine Power Limitation (EPL), Installation of Energy Saving Device (ESD), DWT increase (draft up), Optimization of bulbous bow, propeller and/or engine, etc.

C. Development of documents submitted to Class for EEXI verification

  • ・EEXI technical file, Documents on ship propulsion performance ad SFC
  • ・Onboard Management Manual on EPL and Documents on EPL, if EPL is adopted.
